I am a US citizen with a USCG documented vessel that was purchased outside the US. It has not been imported. I plan to visit the US with it temporarily (4 months) before continuing on to Mexico. The US CBP has told me that cruising permits are only issued to foreign flagged vessels, not to USCG documented vessels. Can you refer me to the source of your information when you state that a cruising permit is available to US flagged vessels? Thank you.

David, after further research it turns out the statement in the article was, in fact, not accurate. Cruising permits are issued by U.S. Customs and Border Protection (CBP) under 19 CFR § 4.94 only for foreign-flagged recreational vessels, not for domestic flagged/unimported vessels. U.S. flagged, yet not imported vessels, are subject to importation requirements. The article has been corrected, and thank you for pointing out the error.
